Not ⌥⌘` -- this one cycles between drawer and main window.
The ⌃⇥ key does cycle through the icons, when focus is at the outline, but one can use ⇤ (⇧⇥) instead, to get back to the text editing control.
[...] There doesn't seem to be any way to activate those icons from the keyboard so I'm unsure of the utility of including them in the cycle.
Space activates the focused control.
