in Ruby??

You should use the library exit_codes.rb, situated under Support/lib. So you could for instance do:
#!/usr/bin/env ruby require "#{ENV['TM_SUPPORT_PATH']}/lib/exit_codes.rb" TextMate.exit_insert_text("Hi there")
Assuming we are talking about a TM command here.
