Any news on this? I run into the same issue. The software that I use:

Mac OS X 10.6.3, TextMate 1.5.9 (1510), and Skim 1.3.6 (54).

If Skim is running already, Skim will show the rendered document. However, if TextMate starts Skim, Skim will stall (bouncing dock icon).
