Not to my knowledge, but there's no auto-pairing when the quote is inserted by a snippet. So you can use the Bundle Editor to add a new snippet which inserts a quote character (or whatever) and bind it to a key equivalent as you see fit. Of course you have to do this for every single character which you don't want to get auto-paired, eg. " ' ( [ { ... so this is not a solution but rather a workaround.
