I just tried to do a fresh checkout myself to see if I could get my
changes to the entitynav.py checked in and I'm seeing the same thing.
cray:tmp> svn co

subversion/libsvn_ra_dav/util.c:670: (apr_err=175002)
svn: PROPFIND request failed on '/svn/Bundles/trunk/Defaults.tmbundle'
subversion/libsvn_ra_dav/util.c:294: (apr_err=175002)
svn: PROPFIND of '/svn/Bundles/trunk/Defaults.tmbundle': 403 Forbidden

However when I moved my .subversion directory I was able to do a
clean checkout.
BUT, then I copied over my change into my cleanly checked out working
copy and tried to do a commit. The commit failed. Same error message
as before.
