I'd say, try another machine/internet connection etc.

I'm almost certain that the problem is local, since the repository is 
working for others. So whatever “local” stuff you can change, should be 
changed to diagnose the problem.

Could it maybe be a firewall interfering?

If you have a shell account on another machine, try it from there.
