[TextMate] Why there is no preferences window (was: Preferences window)

And I personally like to see per-language settings.

Tab stops for CSS I like to put at 20 characters, Ruby 2 characters 
with tabs-to-spaces turned on (silly community) , and all other 
languages 3 characters with real tabs.

Does TextMate 'learn' your preferences on a per-language basis?
