Disabling Lion’s “press and hold” feature does indeed bring back repeat events for characters with no potential diacritics. You can disable it only for TextMate using:

    defaults write com.macromates.TextMate.preview ApplePressAndHoldEnabled -bool false

This will be implicit starting with next build.
