As far as I know there no such thing in latex bundle. However there maybe other ways to install tex/latex and packages through textmate.

Maybe they are not added to the search path. The easiest way I suggest is just reinstall the MacTeX.

Everything should be fixed. You can use the texlive utility to add/update packages,

Most popular packages you may encounter are already in TexLive distribution. So the texlive utility will do all the job for you.
