For the record I also can confirm I did the following:
cd /Library/InputManagers/
sudo mv Edit\ in\ TextMate/ /tmp/Edit\ in\ TextMate.old
sudo svn co
http://svn.textmate.org/trunk/Bundles/TextMate.tmbundle/Support/Edit%20in%20TextMate/

Quit and restart Safari - Go to http://www.google.com clicked in the search
bar ⌃⌘E and viola!  Magic!
