Looking at the CSS bundle for format CSS, it will do this, but not  
100% correct.  it does solve the cuddle aspects

function FunctionName($value='')
{
     # code...
}

will become

function FunctionName($value='') {
     # code...
}

How can I extract just that part out of the bundle?
