I guess Ruby cannot find the command 'mate' in $PATH.

Try this on the Console:

which mate

You get something like /usr/local/bin/mate

and then open the Bundle Editor > Scratch > Scratch from current  
Selection:

last line:

`/usr/local/bin/mate #{e_sh(path)}`
