[TxMt] Can TextMate be made to emulate VIMs eol behavior

I know that TextMate won't put a newline at the end of a new file by  
default (I usually just insert one by hand), but I've never seen it  
remove a newline from the end of a file that already had one. Is that  
what you're seeing?
