Normally this would apply (from the same page):

     Dynamic menu items i.e. those which change title depending on
     the programs state (like Fold Current Block / Selection)
     should be specified with their initial title.

For the item in question that is “Open Selected File in New Window”  
but a quick test shows that the item loses the key when the title  
changes.

I think because the system does the menu key assignment when the menu  
is brought on screen, and for the pop-up menu this is each time you  
open it (i.e. it isn’t cached).

So in your case, I am afraid you’ll have to open TextMate.app/ 
Contents/Resources/English.lproj/Project.nib and set the key  
equivalent there.

But be warned, there is a problem when pop-up menu keys in that they  
are not active until the menu has been on screen at least once.
