[TxMt] Specifying Folding Regions in PHP

Allan,

Thanks for the input, I don't mind helping out if you need it to fix  
this.

Right now I have modified the HTML and PHP folding patterns to  
include //#REGION and //#END REGION in the folding.

It's probably not a great solution but it works for me right.  Once a  
convention is agreed on, I will be more than happy to help out.
