Currently that is necessary -- but keep the new HTML (EE) in the EE  
bundle.

Attachments are fine as long as they are only 1-50 KB (which I  
believe bundles mostly are).

It sounds like it would be best to find a maintainer for the bundle,  
before adding it to the subversion repository.
