Please re-test this with 1.1b17 and let me know if TM is now as  
tolerant as Mail.

If not, you can always execute:
    defaults write com.macromates.textmate NSDragAndDropTextDelay 0

But it would be interesting to know what Mail then does to achieve  
its tolerance.
