It's in Edit / Mode together with overwrite mode.

It makes the editor ignore line feeds and tabs, so you can freely move 
around the caret past end of line or “inside” tabs. This is useful when 
“drawing” stuff in the editor or editing column-formatted data (i.e. so 
you don't need to add the spaces when adding a new column or have tabs 
be in your way).

But some people accidentally activate this mode (it toggles on cmd-0) 
and are then puzzled by the non-standard editing behavior ;)
