[SVN] Refresh and activate for LaTeX + TeXniscope

Hi--

Attached is a one-line patch to texMate.py to tell TeXniscope to activate
its window after refresh (for Typeset & View), in the case that the PDF is
already open there. I found it annoying to have to switch applications
manually, and it seems the correct behavior, since the activation happens if
the PDF is not yet open.
