I Forgot I had a copy of ruby in a nutshell lying around.  OK.  Now the Insert Begin/End pair macro will optionally add a label{xxx:} if the variable
TM_LATEX_INSERT_LABEL  is set to 1.  If the  variable is not set or set to something else then no label will be added.  

I made it slightly smart about what the label should be called but I imagine we can improve this  over time.
