[SVN] Revision 1399 (Latex)

Move the very large latexmk.pl script to the LaTeX bundle/bin directory.
Update LaTeX and view command to get use the latexmkrc file in the Latex bundle
Add a bit of style to the latexErrWarnHtml command to color warnings. Made the font slightly smaller while I was there too.
