OK. I was able to reproduce it as well. It’s a bug. The OS is returning utf-8
for the encoding, but TM is expecting UTF-8.

Are you on 10.13? I am not sure when this changed, the bug appears at least
since macOS 10.9. I’ll see if I can submit a PR to fix this.
