Try holding option and select TextMate → Check for Test Builds.

In rc.3 the main thread is stalled until the list has updated with the 
currently open files, which was indirectly the case prior to rc.1, so 
rc.1 actually should load files slightly faster than before, but because 
there was no stalling of main thread, it was possible to press return 
before the main thread had updated the table with the open files.
