TextMate tries to limit amount of scroll (for all movement actions) so 
that the user does not lose sense of where they are in the document.

You can use Edit → Find → Jump to Selection (⌘J) to center the 
caret/selection.

That said this function and Go to Line should probably always trigger a 
centering of caret/selection, since it’s likely not being used for 
“relative jumps”.
