I am not seeing this behavior, so likely something local.
It seems clear that ⌘] is bound to some other action than Text → Shift Right.
If it is bound to a bundle item you can use Bundles → Select Bundle Item… — switch to key equivalent search (⌘4) and press the key. If an item shows up you can click the small arrow to edit it (or ⌥↩) and then fix the key equivalent and/or disable it.
