If you are using 2.0 then install via Preferences → Bundles.

If you are using 1.x then the bundle is not suitable as we moved folding settings out of the grammar, which 1.x doesn’t understand.

The version of the bundle from before we updated it to 2.0 is here: https://github.com/textmate/lua.tmbundle/tree/textmate-1.x — though I don’t know if others have maintained an 1.x fork since then.
