What I recommend is that you right-click the project folder in TextMate and select “Add to Favorites”.
You can open favorites from ⇧⌘T which has abbreviation filtering like ⌘T. In practice favorites are stored (as symbolic links) in ~/Library/Application Support/TextMate/Favorites.
If you prefer the desktop icon, it is possible to create a symbolic link under ~/Desktop that points to your project folder and then drag this link to TextMate. Unfortunately I am not aware of any way to set TextMate as the default application for “opening” the link (even when giving it a package extension).
