The tmLanguage format is the plist format used by the bundles in the svn/git repository.

Are you talking about the ASCII variant¹ used in the bundle editor?

Generally this shouldn’t be used outside the bundle editor, as the bundle editor only show a subset of the actual tmLanguage plist file.
