This was removed in r1589:

    [CHANGED] Remove key equivalents from the action menu in
              the drawer (these haven’t worked for a while).

For most users it would appear they simply didn’t work, resulting in lots of redundant bug reports, hence why it was removed.

I think System Preferences → Keyboard bindings will also work for pop-up menus.
