It seems that you are on Tiger but have a custom install of ruby,  
correct?

The TODO bundle uses ERb which does not work by default on Tiger, so  
you need to set TM_RUBY (in Preferences → Advanced → Shell  
Variables) to the custom installed ruby version (where you should have  
ERb available).
