You could start by disabling all of these, see if it fixes it.

I have not heard of this problem before, so I don”t know will cause  
it, but several things can cause it. Could also be something you  
installed for apache.

But also seems to be fairly simple to figure out, i.e. does regular  
POSTs to your server strip the characters? Are they stripped when  
posting via the web interface? etc.
