This is because TextMate sees the key with the ‘numlock’ modifier.

Are you using an external keyboard possibly with some “intelligent”  
adapter?

If so, try (un)plug the keyboard when it happens, that should reset  
the modifier state.

Exactly what is at fault here, I am not sure.
