"doctype" is a tab-trigger, not a key combo. Simply type "doctype" and  
hit Tab. If you're inside the HTML scope (i.e., the file has a .html  
extension), it'll popup an inline tooltip with choices (HTML/XHTML,  
Strict/Transitional, etc).
