The bonus would be multiple scratchpads, yes. One per TextMate opened window.
My idea would be a "special" tab in each TextMate window basically...

I'll have a look at PTHPasteboard, thanks :) But those scratchpads would
have to retain the powerful editing and formatting possibilities of TextMate
