[TxMt] Ctrl escape shortcut not working

On my laptop, hitting ctrl-escape will open the "Gear Menu" with all
the bundle items.  For some reason, my imac at work is not doing this.

How can I make this shortcut work?

I tried following these instructions:

By doing this, saving that file,and restarting mate, but no luck.
