Typographical quotes have always been part of the standard Mac  
keyboard; some apps have been known to provide their own 'smart  
quotes' feature that can confuse the issue.

Open double: Option-[
Close double: Shift-Option-[
Open single: Option-]
Close single: Shift-Option-]
