There is a Fortran bundle in the subversion repository:

mkdir -p '/Library/Application Support/TextMate/Bundles'
svn co --username anon --password anon http://macromates.com/svn/Bundles/trunk/Bundles/Fortran.tmbundle 
  '/Library/Application Support/TextMate/Bundles/Fortran.tmbundle'
