The reason for that behaviour is simple. GetBundles is a normal  
bundle. A bundle command only works in conjunction with an open TM  
doc. Thus GetBundles also needs an open doc but it changes nothing at  
this doc. One could write a template for GetBundles to be able to open  
it without any open doc but to use a template for it would lead to  
much more confusion I mean.
