For me it works?
E.g. 'ö' is saved as hex 0xF6 (Latin-1) instead of 0xC3 0xB6. And  
TextEdit opened it correctly using Latin-1.

I'm using Mac OSX 10.5.5 Intel TM 1.5.8 (built 1496) 'Cutting-Edge'
