Just for the records, the reason this file is necessary, is to have  
TM use your custom installed Ruby, and the reason that is necessary,  
is because it sounds like you broke your default install.

You can e.g. try (from Terminal): /usr/bin/ruby -rerb -e 'puts :foo'
