Well, here's a quick and easy solution.
Open up the FindPanel.nib (/Applications/TextMate.app/Contents/ 
Resources/English.lproj/FindPanel.nib) in Interface Builder and make  
it a Utility panel instead. Seems to keep the find panel from being  
tied to any specific space.
