I fixed this by changing the line in the TODO command "Show TODO List":

require "#{ENV['TM_SUPPORT_PATH']}/lib/plist"

to

require "#{ENV['TM_SUPPORT_PATH']}/lib/osx/plist"

Seems the plist was moved in the update.
