[TxMt] LaTeX natbib uppercase \Cite* commands

It also supports \footcite and various other prefixes. Would natbib  
also support \Footcite? or is it only for \cite«suffix»? and I  
presume it doesn’t do \footCite (which your proposed change would  
make valid).
