[TxMt] Latex Config and backward compatibility questions

It turns out the easiest solution is to drop the new version of plistlib.pyfrom
python2.5 into the bundle.  It works just fine with 2.3.

I have verified this by forcing texMate to run using python2.3 so if  you
were having trouble before, please update to the latest.
