With HTML(Rails) selected (or with Ruby selected you should be able  
to use ^>  (that is, control-greater_than) to enter <%= %> and press  
it again to toggle through <% %> and then <%- -%>. At least that's  
what works with my installation, and I don't *think* things at my end  
are masked by any updated/backdated/branched bundles.
