Assuming you have svn installed and are using the default LaTeX bundle:

     cd /path/to/TextMate.app
     cd Contents/SharedSupport/Bundles/Latex.tmbundle/Support/bin
     svn cat > newplistlib.py http://macromates.com/svn/Bundles/trunk/Bundles/Latex.tmbundle/Support/bin/newplistlib.py

This should overwrite the Python plist parser with one that has a  
workaround for this problem.
