Presumably you both installed a new ruby and rubygems only for this  
new ruby.

If you set your PATH so that TM finds the new ruby, it should work,  
see http://macromates.com/textmate/manual/shell_commands#search_path

Be sure to also read the paragraph marked “Important”.
