Well, it might be with VISA in France, as the friend who also tried  
it had the same issue with a VISA. I suspect the problem to be  
specific to France, but I'm not sure. One sure thing is that Paypal's  
payment limit for France is 0 € by default so one has to verify the  
card to be able to use it with Paypal. This might also explain why  
paying without an account fails.
