[TxMt] Command when no file open?

Hi,
   Is there any way to make a bundle command that works while there  
is no file open in TextMate?

   I often want to use the 'Remote Open...' command in my remote  
editing bundle (http://www.cse.unsw.edu.au/~willu/RemoteEdit/) when  
no other windows are open.
