It doesn't have to do with the stock TextMate application. You need  
to install this folder from subversion, just like you had to do with  
the GTDAlt bundle (http://macromates.com/textmate/manual/ 
bundles#getting_more_bundles).

No you should absolutely not have to set it. But you do need the  
updated support directory, and the one that comes with TextMate is a  
bit old.
